About the New Choices Waiver (NCW)
The NCW program is designed to serve individuals who are residing long term in a nursing facility or licensed assisted living communities. The program offers an option for these individuals to move into integrated community-based settings if they wish to do so and if their needs can be safely met in the setting that they have chosen. When an individual is enrolled in the New Choices Waiver program, they may receive an expanded package of supportive services through Medicaid which are intended to help with community-based living.

Certified Senior Advisor
Randy is a Certified Senior Advisor (CSA). This means he is certified as a leading expert in aging and serving older adults. Earning the CSA certification requires individuals to pass a rigorous exam and to uphold the highest ethical standards for the benefit and protection of the health and welfare of seniors. CSAs are multidisciplinary professionals who have demonstrated advanced knowledge in the multiple processes of aging.

Randy Chipman is a Certified Senior Advisor and a specialist in senior care. He is a member of the National Placement and Referral Alliance.
Randy is the President and Owner of CarePatrol of Utah, a senior placement agency that helps families find assisted living, independent living, memory care and in-home care. He and his team have personally toured nearly every senior living community along the Wasatch Front and offer a personal concierge service to families looking for care. They have helped hundreds of families find the safest long-term care options. He is also the founder of Adult Case Management, a new choices waiver case management company and a Utah Medicaid provider.
He has a Bachelor’s Degree from BYU-Idaho in Economics and Finance and a Master’s Degree in Business Administration from the Woodbury School of Business at UVU.
CarePatrol of Utah is an independently owned franchise of CarePatrol. CarePatrol was founded in 1994 and is the nation’s largest senior placement agency. Randy was recognized as a CarePatrol top performer in 2017 and 2018 and the franchise business trainer for Utah, Colorado and Arizona.

Amy McKinnon, SSW, has been in the Social Work field for over 18 years. A graduate of the University of Utah, she has worked with a variety of populations in wonderful community organizations such as The Sharing Place of Utah, YWCA of Salt Lake City, and Valley Behavioral Health.
Amy has worked closely, as a patient advocate, with Skilled Nursing, Assisted Living, Memory Care facilities and the New Choices Waiver program for several years assisting her clients with navigating through the many questions, qualifications, and services this program can provide.
Her approach is person-centered so her clients receive the best this program can offer them within their individual situation and community-based setting.

Jackie has been a registered nurse for 24 years working primarily with the LTC/geriatric population in the nursing home setting, case management and more recently as a state surveyor of nursing homes. She has worked case management for approximately 8 1/2 years and working with the elderly. In her spare time, love going for drives, hiking, snowmobiling, river running, quilting and watching grandkids soccer games.
